SAN J D AR I N Environmental Health Department <br /> I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY SMOG TECH 24588 S MacArthur Dr,Tracy May 11, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the empty hazardous waste barrels storage area: <br /> -Three empty 55-gallon barrel with used oil observed accumulating on top of barrel. <br /> -Approximately 10 used oil filters observed accumulating on top of one empty 55-gallon barrel. <br /> -Heavy oil stains observed underneath two empty 55-gallon barrels. <br /> -Used absorbent observed accumulating on floor by hazardous waste storage area. <br /> -Approximately 7 soiled shop towels contaminated with used oil observed accumulating on top of three empty <br /> 55-gallon barrels. <br /> Note: Operator states that soiled shop towels are managed as hazardous waste. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean stains, accumulating used oil, used absorbent, soiled shop towels and <br /> used oil filters. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit <br /> a statement and supporting documentation to the San Joaquin County Environmental Health Department describing <br /> the storage and final disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: The following were observed in the back of the building: <br /> -Eight empty 55-gallon barrels observed with no empty date. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
