Analysis <br /> Cellular facilities may be conditionally permitted in the R-M zone with an approved Use Permit. As of <br /> March 20, 1996, no letters in opposition have been received. <br /> Land Use/Screening/Landscaping <br /> The adjacent property to the west, north, and east is vacant and zoned for residential use. The properties <br /> to the south across Oak Street are developed with residences. Ordinarily, staff would recommend <br /> screening and landscaping for a discretionary commercial use adjacent to residential properties. <br /> However, because the existing structure was approved without screening or landscaping, staff has <br /> determined that there is not an adequate nexus to require screening or landscaping for the proposed <br /> pole. No other issues have been identified. <br /> Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. UP-96-1 with the findings and Conditions of Approval contained In <br /> the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This finding can be made because cellular facilities may be conditionally permitted <br /> in the R-M zone with an approved Use Permit. No other plans apply. <br /> 2. Adequate utilities, roadway improvements,sanitation,water supply, drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the site has frontage on Oak Street. No water or <br /> sewage disposal facilities are needed because the facility does not require personnel. <br /> Drainage can be retained on the site at the north end of the property.
