d. An Irrevocable Offer of Dedication shall be required for <br /> Seventh Street to be 60 feet wide and realigned to inter- <br /> sect Fifth Street at Mingo Way and to be 20 feet wide <br /> along the west side of the existing right-of-way. <br /> e . Louise Avenue shall be dedicated ( 25 feet wide) and <br /> improved on the subdivided side to half of a 110-foot-wide <br /> right-of-way urban street standard . The construction of <br /> the frontage improvements may be deferred at the option of <br /> the Department of Public Works , in which event the owner <br /> shall execute a Deferred Frontage Improvement Agreement <br /> prior to approval of the Final Map . A $250 . 00 fee is <br /> required for processing, per Ordinance No. 3337 , in addi- <br /> tion to a copy of the Grant Deed and an engineer ' s esti- <br /> mate with a drawing of the required frontage improvements <br /> on a form to be supplied by the Department of Public <br /> Works. An additional 12-foot-wide Irrevocable Offer of <br /> Dedication is required along Louise Avenue . <br /> f . Frontage improvement and roadway dedication on "0" Street <br /> are required to conform to half of the 60-foot-wide right- <br /> of-way urban street standard. A 12-foot-wide dedication <br /> is required on the easterly portion of "0" Street . <br /> g. The public sanitary sewer and water systems shall be pro- <br /> vided by the developer and served by the Lathrop County <br /> Water District . All required sanitary sewer and water <br /> system improvements shall be conveyed to the District upon <br /> completionand acceptance by the City. A "will serve" <br /> letter shall be provided from the Lathrop County Water <br /> District . <br /> h. If improvements referred to herein are not completed prior <br /> to the approval of the Final Map, the subdivider shall <br /> execute an agreement with the City of Lathrop which will <br /> ensure the completion of improvements within one year <br /> after filing the Final Map. <br /> i . A terminal drainage system shall be provided to meet the <br /> requirements of the City for adequate drainage for the <br /> development . The use of the Louise Avenue terminal line <br /> shall be supplemented with detention ponds. The storm <br /> drainage plan for the development shall conform to the <br /> Lathrop Storm Drainage Master Plan currently being developed. <br /> The developer shall agree to pay his proportionate share <br /> of the Lathrop Area of Benefit No. 6 drainage fees, which <br /> amount to $1 , 000 .00 per acre . The area for the detention <br /> pond shall be sufficient to provide storage for affected <br /> Areas G and N of that Master Plan. <br /> j . Access rights shall be dedicated and restricted along the <br /> frontage of Louise Avenue . Temporary access will be <br /> allowed for the existing house on Lot 154 and for the <br /> existing market until an alternate access is provided. <br /> Conditions of Approval - 2 - (SU-89-16) <br />
