k. Street lighting shall be provided for the interior streets <br /> within the development and along the frontage of Louise <br /> Avenue , Seventh Street , and "0" Street . Street lights on <br /> Louise Avenue and Seventh Street may be included in the <br /> Deferred Frontage Improvement Agreement . <br /> 1 . The development shall receive drainage and street lighting <br /> services from the City of Lathrop , and the developer shall <br /> agree to and shall pay service fees for the street <br /> lighting and storm drainage services from the time the <br /> improvements are accepted by the City to the end of the <br /> Fiscal Year , or up to a one-year period, as the case may <br /> be. <br /> m. All utilities shall be underground except power <br /> transmission facilities of 24 KV or greater . Public uti- <br /> lity easements shall be provided along the road frontage <br /> of the subdivision and as required by the public utility <br /> companies. <br /> n. A grading plan shall be prepared as part of the improve- <br /> ment plan. <br /> o . The developer shall be required to pay the Lathrop Traffic <br /> Impact Mitigation Fee . <br /> p. A Preliminary Soils Report is required in accordance with <br /> County standards for the purpose of determining the <br /> R-Value for the design of the streets . <br /> q. An Offer of Dedication shall be required for groundwater <br /> rights. <br /> r . The lot at the southeast corner of the subdivision shall <br /> be designated as "Designated Remainder . " <br /> 4. Public Health Services: <br /> a. Connection to a public sewer system is required. Prior to <br /> recording the final map, a "will serve" letter is required <br /> from the sewer district which states that they have the <br /> capacity to serve the proposed project . <br /> b. Connection to an approved public water supply system is <br /> required. Prior to recording the final map, a letter from <br /> the water supplier will be required which states that they <br /> have the capacity to serve the development and that the <br /> system meets State standards. <br /> c . Any existing wells or septic tanks must be destroyed under <br /> permit and inspection by the Environmental Health <br /> Division. <br /> d.
