k. Street lighting shall be provided for the interior streets within the development and along the frontage of Louise Avenue , Seventh Street , and "0" Street . Street lights on Louise Avenue and Seventh Street may be included in the Deferred Frontage Improvement Agreement . 1 . The development shall receive drainage and street lighting services from the City of Lathrop , and the developer shall agree to and shall pay service fees for the street lighting and storm drainage services from the time the improvements are accepted by the City to the end of the Fiscal Year , or up to a one-year period, as the case may be. m. All utilities shall be underground except power transmission facilities of 24 KV or greater . Public uti- lity easements shall be provided along the road frontage of the subdivision and as required by the public utility companies. n. A grading plan shall be prepared as part of the improve- ment plan. o . The developer shall be required to pay the Lathrop Traffic Impact Mitigation Fee . p. A Preliminary Soils Report is required in accordance with County standards for the purpose of determining the R-Value for the design of the streets . q. An Offer of Dedication shall be required for groundwater rights. r . The lot at the southeast corner of the subdivision shall be designated as "Designated Remainder . " 4. Public Health Services: a. Connection to a public sewer system is required. Prior to recording the final map, a "will serve" letter is required from the sewer district which states that they have the capacity to serve the proposed project . b. Connection to an approved public water supply system is required. Prior to recording the final map, a letter from the water supplier will be required which states that they have the capacity to serve the development and that the system meets State standards. c . Any existing wells or septic tanks must be destroyed under permit and inspection by the Environmental Health Division. d. The abandoned sewage aeration basins are to be destroyed.
