Box 9427320 <br /> Sacramento, CA 94234-7320 <br /> RE: San Joaquin County Request for Consultation of <br /> Investigation of Proposed Residential Subdivision <br /> Northwest Corner of Louise Avenue and Seventh Street <br /> Lathrop, California <br /> Dear Ms. Marcotte: <br /> The proposed residential subdivision is an approximate 25 acre site on the northwest <br /> corner of Louise Avenue and Seventh Street in Lathrop, California (Plates 1 and 2). San <br /> Joaquin County has requested a response from your office as to whether the referenced site <br /> should be considered as a possible hazardous waste site border zone property. <br /> Kleinfelder has reviewed data on the Libbey Owens Ford, OxyChem-Simplot, Air Products <br /> & Chemical Inc., and Lague Sales which San Joaquin County has listed as "toxic waste <br /> sites" located near the referenced property. The location of these sites in relation to the <br /> referenced property are illustrated on Plate 2. The property boundaries of these sites are <br /> within 2,000 feet of the property boundaries of the subject site, but the point sources and <br /> areas of "significant disposals of hazardous waste" are greater than 2,000 feet from the <br /> subject site. <br /> The Libbey Owens Ford, OxyChem-Simplot site is located south of the referenced property <br /> off of Howland Road. At the Libbey Owens Ford site, remediation has occurred for two <br /> oil spills and for the area surrounding an excavated underground tank. Although the <br /> former two regions are outside of a 2,000 foot border zone from the project, the region <br /> where the underground tank was excavated is within this zone. Pertinent reports for this <br /> site were available from Ms. Twila Price of the RWQCB. The Oxychem-Simplot site was <br /> remediated for pesticide contaminated soils in 1980 and 1981 and was assessed for DBCP <br /> and EDB extent in soil in 1987. In both cases, the sources of contamination and the <br /> remediated area are greater than 2,000 feet from the referenced site. Mr. Rele Briones of <br /> DHS provided relevant reports for this site. <br /> The OxyChem-Simplot site reports have shown that DBCP contaminated water exists near <br /> the subject site. <br /> Although DBCP has been reported in the Fround water within 2,000 feet of th referenced <br /> site (in concentrations above state action levels), ground water is presently being <br /> remediated.
