J
shown DBCP concentrations below state action levels. In addition, the direction of ground
water flow beneath within this site has been shown to be toward the southwest, away from
the referenced site and toward the.area of higher DBCP concentrations.
The Air Products & Chemical Inc. site located off Louise Avenue is not within 2,000 feet
from the project. The DHS has not required any remediation for the site at this time.
The Lague Sales site is located east of the subject property off of Louise Avenue. Ms.
Jacalyn Spiszman of DHS provided a report prepared by Radian Corporation which
identified a 12 acre plot on the site contaminated by metals, volatile organics, phenols, and
pesticides. This plot, however, is located outside of a 2,000 foot perimeter from the
proposed residential subdivision. x
V
Franco Construction plans to develop the referenced site for residential use and does'"plan
to use or provide for the use of ground water by residents. This allows the City of Lathrop
to monitor the water quality of the onsite well with no influence from the residential
development.
Since the DBCP contaminated ground water within 2,000 feet of the referenced site is
currently under remediation and is not flowing toward the referenced site (water
movement from the reference site is northeast towards the southwest), and because no
hazardous waste sit:_.s are located within 2,000 feet of the proposed property. T-ranco
Construction requests the granting of the building permit from the San Joaquin County
Department of Planning and Building Inspection pending your response. In light of the
data presented in the enclosed report, please consider whether the hazardous waste site
border zone property law is applicable to the referenced property. A timely response by
the DHS is greatly appreciated.
Should you have any questions, please call us.
Sincerely,
KLEINFELDER
t
av,J
Dave Stavarek
Staff Geologist
-,ohn H.
