Simplot <br /> Company, and Libbey-Owens-Ford Company. <br /> You have requested input from the Department on the scope of a <br /> hazardous waste investigation that would provide the necessary <br /> information to make a border zone determination. The Department <br /> understands that the County may require this type of <br /> investigation for processing and approval of the proposed <br /> project. You also provided us with the following documents for <br /> review: <br /> (1) Reconnaissance Environmental Assessment for Libbey-Owens-Ford <br /> Company, Lathrop, CA (September 4 , 1987) Kleinfelder <br /> Associates; <br /> (2) Environmental Assessment for Approximately 600 Acres of <br /> Undeveloped Land Under Purchase Agreement from <br /> Libbey-Owens-Ford Company, Lathrop Facility (August 11, 1987) <br /> SRM Applied Environmental and; <br /> (3) Environmental Assessment for Libbey-Owens-Ford Company, <br /> Lathrop Facility (August 11, 1987) Woodward-Clyde <br /> Consultants. <br /> A border zone determination is an assessment of the potential <br /> health risk to residents who live within 2000 feet of a <br /> significant disposal of hazardous waste. In general, the scope <br /> of a health risk assessment should include an assessment of: <br /> (1) the toxic properties of hazardous substances disposed at the <br /> hazardous waste site; <br /> (2) existing or potential exposure pathways of hazardous <br /> substances from the site (i. e. , air, water, soil) ; <br />
