COMMENTS ON DEVELOPMENT <br /> SU-89-16 <br /> 11 . Street lighting shall be provided for the interior streets <br /> within the development and along the frontage of Louise <br /> Avenue, Seventh Street , and "0" Street . <br /> 12 . The property shall annex to County Service Area No . 4 ( Zone <br /> A ) and the Lathrop Lighting District prior to acceptance <br /> of the Final Map to provide for the operation and maintenance <br /> of storm drainage and street lighting facilities, <br /> respectively . <br /> 13 . The developer shall agree to and shall pay service fees for <br /> the street lighting and storm drainage services from the time <br /> the improvements are accepted by the City to the end of the <br /> Fiscal Year , or up to a one ( 1 ) year period, as the case may <br /> be . <br /> 14 . All utilities shall be underground. <br /> 15 . A grading plan shall be prepared as part of the improvement <br /> plan . <br /> 16 . The developer shall be required to pay the Lathrop Traffic <br /> Impact Mitigation fee . <br /> 17 . A Preliminary Soils Report is required in ac=cordance with <br /> County Standards for the purpose of determining the R-Value <br /> for the design of the Streets . <br /> 18 . The tentative map shall be revised to conform to the above <br /> comments and the following : <br /> a . Show typical sec=tion of Louise Avenue , and correc=t Seventh <br /> Street to conform to 60 ' wide street at required <br /> re-alignment and correct Fifth Street to conform to 84 ' <br /> wide street . <br /> b .
