Hazelton Avenue
Stockton, California 95205
(baker@sjgov.org
RE: Request for Information Related to Operating Permit date: February 04, 2020
Dear Lydia Baker,
Per your request on May 1, 2020, Amazon is providing the following information in connection with your
onsite inspection of Delivery station DCK1, located at 2403 W Louise Ave, Manteca, California 95337 (the
"Facility'), each of which is attached:
1. Alleged Unresolved Violation: Return to Compliance certification
Amazon response: The Facility's leadership team has completed the Return to Compliance Certification
Attachment#1 (Return to Compliance Certification).
2. Alleged Unresolved Violation:#106-Only one person was retrained. The RCRA training slides that
were provided only cover RCRA regulations. Page 15 does not tell how to completely label the
containers per California hazardous waste regulations. Page 16 says that satellite containers don't
need a date just write "Satellite" in that spot. (California requires a date). Page 29 suggests hand
soap is non-hazardous. All these items are ok per RCRA but they are not ok for California. Do you
do additional training for California regulations? Please provide proof that all staff that handle
hazardous waste are trained on California hazardous waste regulations.
Amazon Response: The Facility retrained associates that handle hazardous waste in California specific
hazardous waste regulations. Attachment #2 (California RCRA) Attachment #3 (DCK1 RCRA California
Transcript). The Facility does not have satellite containers onsite.
3. Alleged Unresolved Violation: #605-Unresolved. Labels are still incomplete and missing physical
state. Please provide a statement saying this has been corrected or photos.
Amazon Response: Labels have been updated to include physical state and is currently being used at the
facility. Attachment#4 (DCK1 Updated labels).
4. Alleged determination questions. For your hazardous waste determination information that you
provided: It also doesn't appear to take into account CA regulations. The chart on page 10 is
incorrect per CA regulations and on page 11 in section 3.12 it says something like if you don't
suspect it to be hazardous waste you can dispose of it in regular waste. There was also no
information about SDS sheets. Staff at the facility appeared to rely on SDS sheets when making
their determinations.
