SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ROMERO AUTO REPAIR 410 S EL DORADO ST, STOCKTON February 20, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 101 CCR 66262.12 Managed a hazardous waste without an identification number. <br /> OBSERVATION: This business does not have a hazardous waste ID number in the California Department of Toxic <br /> Substances Control (DTSC)database for this business at this address. <br /> REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for <br /> transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification <br /> (ID) Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per <br /> month, less than one kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br /> numbers are unique to a business and site location. <br /> CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br /> to obtain a permanent State ID number that starts with CAL. This facility does not qualify for a temporary CAC <br /> number since hazardous waste is stored on site every day. Immediately apply for your ID number and submit <br /> evidence to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 114 HSC 25160.2(b)(4)Consolidated manifest receipts failed to contain complete information. <br /> OBSERVATION: Consolidated manifest receipts found on-site for disposal of hazardous waste contained <br /> incomplete information. Several consolidated manifest receipts observed on site contained the incorrect EPA ID <br /> number for the waste generator. The consolidated manifest receipts were dated 1-7-19,4-22-19, 5-24-19, 7-17-19, <br /> 9-5-19, 10-30-19, and 2-19-20 for used oil and coolant. <br /> REGULATION GUIDANCE: (4)All copies of each receipt shall contain all of the following information: <br /> (A)The name, address, identification number, contact person, and telephone number of the generator, and the <br /> signature of the generator or the generator's representative. <br /> (B)The date of the shipment. <br /> (C)The manifest number. <br /> (D)The volume or quantity of each waste stream received, its California and RCRA waste codes,the wastestream <br /> type listed in subdivision (c), and its proper shipping description, including the hazardous class and United <br /> Nations/North America(UN/NA)identification number, if applicable. <br /> (E)The name, address, and identification number of the authorized facility to which the hazardous waste will be <br /> transported. <br /> (F)The transporter's name, address, and identification number. <br /> (G)The driver's signature. <br /> (H)A statement, signed by the generator, certifying that the generator has established a program to reduce the <br /> volume or quantity and toxicity of the hazardous waste to the degree, as determined by the generator,to be <br /> economically practicable. <br /> CORRECTIVE ACTION: Immediately start using a valid, active EPA ID number for this business at this address on <br /> all consolidated manifest receipts.
