S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ROMERO AUTO REPAIR 410 S EL DORADO ST, STOCKTON February 20, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 207 HSC 25144.6(b)Failure to properly manage reusable soiled textile materials. <br /> OBSERVATION: The operator sends reusable soiled shop textiles to a commercial laundry service but could not <br /> provide laundry service receipts. <br /> REGULATION GUIDANCE: <br /> HSC 25144.6(a) As used in this section, "reusable soiled textile materials" means textile items, including, but not <br /> limited to, shop towels, uniforms, gloves, and linens and towels which may become soiled with hazardous waste <br /> during commercial or industrial use, and are made reusable by laundering or comparable methods of cleaning. <br /> (b)Reusable soiled textile materials which meet all of the following requirements are exempt from Section 25205.5 <br /> and from Article 6(commencing with Section 25160)and Article 6.5(commencing with Section 25167.1): <br /> (1) The materials or the management of the materials are not otherwise regulated by the Environmental Protection <br /> Agency pursuant to the federal act. <br /> (2) The materials are not used to clean up or control a spill or release that is required to be reported to any state or <br /> federal agency. <br /> (3) No hazardous waste has been added after the materials'original use. <br /> (4) No free liquids, as defined by Section 22-66260.10 of Title 26 of the California Code of Regulations, are <br /> released during transportation or storage of the materials. <br /> HSC 25143.2(f)(1) Any person who manages a recyclable material under a claim that the material qualifies for <br /> exclusion or exemption pursuant to this section shall provide, upon request,to the department,the California <br /> Environmental Protection Agency, or any local agency or official authorized to bring an action as provided in Section <br /> 25180, all of the following information: <br /> (A) The name, street and mailing address, and telephone number of the owner or operator of any facility that <br /> manages the material. <br /> (B) Any other information related to the management by that person of the material requested by the department, <br /> the California Environmental Protection Agency, or the authorized local agency or official. <br /> CORRECTIVE ACTION: Immediately start to retain laundry service receipts for three years to demonstrate that the <br /> facility reusable soiled shop textiles are laundered and recycled at a commercial laundry facility regulated under <br /> HSC 25144.6. Send a corrective action statement to the San Joaquin County Environmental Health Department <br /> within 30 days. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. One 55 gallon drum <br /> of used oil and one 30 gallon container of coolant did not have hazardous waste labeling. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by adding complete hazardous waste <br /> labels to the hazardous waste containers.
