The business operator must post the following information next to telephones or in areas directly involved in <br /> the generation and accumulation of hazardous waste: the name and emergency telephone number of the <br /> emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of <br /> the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a minor violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained, based on the following observations: <br /> 1. Metal fines were observed on the ground and on equipment inside and outside of the warehouse.According to <br /> Teresa Lockhart, Shop Manager, the metal fines are disposed of into the trash,without first determining if the waste <br /> is hazardous. <br /> 2. Used absorbent was observed on and around what appeared to be recent and historic oil spills on the ground in <br /> the warehouse(see photos IMG 1063-4).According to Teresa, absorbent used to clean up oil spills is disposed of <br /> into the trash,without first making a hazardous waste determination. <br /> 3.An open unlabeled 55-gallon drum of used oil was observed with oil residue on the sides of the drum, located <br /> outside in the north-west area of the facility(IMG 1074-5).The used oil appeared to have spilled down the sides of <br /> the drum, and impacted the wooden pallet and soil beneath the drum (IMG 1076). It is unknown how long the <br /> drum of oil has been on site.According to Teresa,the drum of oil has not been disposed of because Auto Zone <br /> does not accept 55-gallon drums of used oil and the facility employees do not know where else to dispose of the oil. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with <br /> proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations <br /> and emergencies. <br /> CORRECTIVE ACTION: Immediately train the employeess.
