SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii AMENDED <br /> 2/20/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON FENCE&MATERIAL CO 2007 WILSON WAY, STOCKTON February 20, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION:According to Teresa Lockhart, Shop Manager, Tony Bernardo, Estimator, and Edward Brown, <br /> Administrative Assistant, the facility generates used oil from changing the oil in the facility's generators,which are <br /> used to power welding and other equipment used at job sites.The used oil is placed into a container that <br /> previously held new motor oil, and is then taken to Auto Zone for recycling. <br /> The business operator could not provide hazardous waste disposal records for used oil for the past three years <br /> during the inspection. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in <br /> accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the <br /> designated facility which received the waste.This signed copy shall be retained as a record for at least three years <br /> from the date the waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years,from 2/20/2017 through <br /> present,for all hazardous waste including used oil. Provide these records and a corrective action statement to the <br /> EHD within 30 days. In the corrective action statement, explain approximately how much used oil is generated <br /> each month, how often the used oil is taken to Auto Zone for recycling, and include the address of the Auto Zone <br /> and any other facilities to which the used oil is taken to. <br /> This is a Class II violation. <br /> 119 HSC 25404(e)(4) Failed to report program data in the California Environmental Reporting System (CERS). <br /> OBSERVATION: This business's hazardous waste activities have not been reported on the California <br /> Environmental Reporting System (CERS)website. <br /> REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS <br /> website. <br /> CORRECTIVE ACTION: Immediately report your business activities including the hazardous waste program on the <br /> CERS website.
