S0 JOA U 1 Environmental Health Department <br /> U ; i y I AMENDED <br /> 2/20/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON FENCE&MATERIAL CO 2007 WILSON WAY, STOCKTON February 20, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> 1.An open unlabeled 55-gallon drum of used oil was observed with oil residue on the sides of the drum, located <br /> outside in the north-west area of the facility(see photos IMG 1074-5).The used oil appeared to have spilled down <br /> the sides of the drum, and impacted the wooden pallet and soil beneath the drum (IMG 1076). <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are <br /> closed when not adding or removing waste. Provide a corrective action statement and supporting documentation <br /> to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being <br /> emptied. <br /> OBSERVATION: The following empty containers,which appeared to previously hold hazardous material,were <br /> found not marked with the date they were emptied: <br /> 1.A light blue 55-gallon drum,with a rusted lid, located on a wooden pallet outside in the north-west area of the <br /> facility(see photos IMG 1074, 1078). <br /> 2.A red 55-gallon drum, located on a wooden pallet outside in the north-west area of the facility(IMG 1074, 1078). <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
