Metal fines were observed on the ground inside the warehouse, and on the ground, beneath a saw, and on <br /> equipment outside and west of the warehouse in the welding area(see photos IMG 1059-62, 1065-70, 1079-80). <br /> According to Edward Brown,Administrative Assistant, the metal fines are recycled with the rest of the facility's <br /> scrap metal at Alegre Trucking in Lodi, CA.According to Teresa Lockhart, Shop Manager, the metal fines are <br /> disposed of into the trash. The facility has not made a hazardous waste determination on the metal fines. <br /> 2. Used absorbent was observed on and around what appeared to be recent and historic oil spills on the ground in <br /> the warehouse(IMG 1063-4).According to Teresa, absorbent used to clean up oil spills is disposed of into the <br /> trash,without first making a hazardous waste determination. <br /> 3.An open unlabeled 55-gallon drum of used oil was observed with oil residue on the sides of the drum, located <br /> outside in the north-west area of the facility(IMG 1074-5).The used oil appeared to have spilled down the sides of <br /> the drum, and impacted the wooden pallet and soil beneath the drum (IMG 1076). <br /> 4. Dark staining was observed on the soil outside in the north-west area of the facility(IMG 1072-3).When asked <br /> what the staining was from, Teresa stated an old vehicle used to be parked in this location, indicating the vehicle <br /> may have leaked vehicle fluids onto the ground. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up and containerize the metal fines inside and outside of the <br /> warehouse. Immediately clean up the oil spills in the warehouse and on the soil outside, and containerize the used <br /> absorbent and contaminated soil. Manage each waste according to Title 22 California Code of Regulations for <br /> hazardous waste.
