The following is an itemized list of hazardous waste violations that have not been addressed for HECTOR REYNOSO MOBILE SERVICE as of Novernber20, 2019. Open violations from September 19, 2019 inspection Violation #101 - Managed a hazardous waste without an identification number. OBSERVATIONt This business does not have an active hazardous waste ID number in the California Department of Toxic Substances Control(DISC) database. REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification (ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-,epa-,id-number/ to reactivate your State ID number. OBSERVATIONS The facility generates ash waste from cleaninggesel particulate filters. Hector Reynoso, Owner, was not sure how he was going to dispose of the waste. REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive or ignitable. CORRECTIVE ACTION: Immediately make a complete hazardous waste determination for the ash waste, and manage it according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including sections 66261.20-24. Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current storage and labeling for wastes determined to be hazardous wastes.
