Turner Road, Lodi , .CA
Pursuant to Federal Regulation CFR-40'for public information,
Ford Construction Company, Inc. and Jim Thorpe Oil , Inc. submit .the
following summary as to site mitigation,, corrective actions taken and
proposed for public perusal . ::
I
In December, 19871 an underground de'sel :fuel tank was removed at the
aforementioned address on behalf- of the property owners, Italian' Swiss
Colony Wines , Inc. , by Jim Thorpe Oil , Inc:: It was discovered at the time
of removal that the tank had been leaking and 'significant soil contamination
had resulted. A soil and groundwater investigation was performed by Ground-
water Technology, Inc. , Sacramento office. ~ Eight soil borings were done and
three monitoring wells were installed.. The plume of contamination was defined.
The property was purchased -by Ford Construction Company, Inc. and Jim Thorpe
Oil , Inc. in July, 1988. Excavation of contaminated soil was started mid,
February, 1989, and finished March'l., 1989. All soil excavated ,is stockpiled
on site awaiting disposition. Subsequent testing revealed no groundwater i
contamination, and no soil contaminationremaining 'in the former, tank area. '
Contaminated soil was' then self-certified as non-hazardous by use of a Fish
Bio-Assay and STLC for 17 metals on samples taken directly from 'diesel contam-
inated soil . All samples passed as acceptable levels or within tolerance
according to California State Division-of Toxics Title .22 Guidelines.
Ford Construction Company, Inc. :and' Jim Thorpe Oil ,. Inc. now propose
to finish the site mitigation by taking the final corrective action step.
We propose a bio-remediation on the remaining stockpiled soil . This process
will be performed and accomplished in a "point venture by Ford Construction
Company, Inc. , Jim Thorpe Oil , Inc. , and'. Terra Environmental Services , Inc.
The process consists of inoculating the contaminated soil with hydrocarbon
reacting microbes , nutrients, and water..', Then monitoring levels of hydro-
carbon over a period of- time: Ideally':, non-detectable levels will be strived
for; however, levels of hydrocarbons of 100. ppm or less with .no benzene,
ethlybenezene, toluene, or xylene will be acceptable and will allow for the
use of the soil under the streets and sidewalks of the planned developement.
(Reference Leaching Potential Analyses , Page 29 of the LUFT manual ..)
Respectfully submitted,
FORD CONSTRUCTION COMP Y, INC.
. 5
JIM TH OIL, INC.
i
is ar Thorpe O ner Rep sentative
Contact Persons:
Ford Construction Company, Inc.
