Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has reviewed the February 1, 1990 "Site Report",
April 16, 1990 "Addendum to IS Report" and June, 1990 "Addendum
No. 2 Site Assessment Report" prepared by Will;am J. Hunter a
Associates, and "Utilization of Hydrocarbon-Impacted Soils as
Paving Materials" prepared by Foothill Engineering.
PHS/EHD agrees with Mr. Dennis Allen of William J. Hunter &
Associates. The soil and groundwater investigations performek- at
this site appear to support Mr. Allen's opinion that groundwater
has not been impacted and no significar:t contamination remains in
the vadose zone. However, the site cannot be certified as clean
and a closure letter issued to the Responsible Parties (RP) until
the following items have been completed and written documentation
supplied to PHS/EHD and Central valley Regional Water Quality
Control Board (CRWQCB) :
1, The California Department of Health Services (DOHS) has
jurisdiction over treatment of hazardous waste. Before
either the Regional Board or San Joaquin County PHS/EHD
can approve the proposal, the operator must certify that
the waste is non-hazardous. This self-certification must
address the criteria for the iAentification of hazardous
waste listed in Ca'_ifornia Code of Reculations, Title 22,
Article 11, which are: toxicity, ignitability,
reactivity, corrosivity, and whether the waste contains
harmful amounts of persistent and bioaccumulative
substances. The DOHS Waste Evaluation Unit should be
contacted to determine the appropriate test methods for
addressing these criteria.
A Division of San Joaquin County Hca[Gh Care Services
RECEIVED 2 6 1930
