Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the February 1, 1990 "Site Report", <br /> April 16, 1990 "Addendum to IS Report" and June, 1990 "Addendum <br /> No. 2 Site Assessment Report" prepared by Will;am J. Hunter a <br /> Associates, and "Utilization of Hydrocarbon-Impacted Soils as <br /> Paving Materials" prepared by Foothill Engineering. <br /> PHS/EHD agrees with Mr. Dennis Allen of William J. Hunter & <br /> Associates. The soil and groundwater investigations performek- at <br /> this site appear to support Mr. Allen's opinion that groundwater <br /> has not been impacted and no significar:t contamination remains in <br /> the vadose zone. However, the site cannot be certified as clean <br /> and a closure letter issued to the Responsible Parties (RP) until <br /> the following items have been completed and written documentation <br /> supplied to PHS/EHD and Central valley Regional Water Quality <br /> Control Board (CRWQCB) : <br /> 1, The California Department of Health Services (DOHS) has <br /> jurisdiction over treatment of hazardous waste. Before <br /> either the Regional Board or San Joaquin County PHS/EHD <br /> can approve the proposal, the operator must certify that <br /> the waste is non-hazardous. This self-certification must <br /> address the criteria for the iAentification of hazardous <br /> waste listed in Ca'_ifornia Code of Reculations, Title 22, <br /> Article 11, which are: toxicity, ignitability, <br /> reactivity, corrosivity, and whether the waste contains <br /> harmful amounts of persistent and bioaccumulative <br /> substances.
