OBSERVATION : Financial responsibility documents have not been submitted to the EHD . The most recent financial responsibility documents in CERS are dated 10/13/2017 . REGULATION GUIDANCE : Current financial responsibility documents are required to be submitted annually . CORRECTIVE ACTION : Immediately log into the California Environmental Reporting System (CERS ) at http ://cers .calepa , ca ,gov/, and upload the required documents . This is a minor violation . 113 CCR 2638 (c) , 2638 (d ) Failure to submit " Monitoring System Certification Form" within 30 days of completion of the test. OBSERVATION : Annual monitoring system certification , leak detector testing , and spill container testing was performed on 02/19/2019 and a test report was submitted on 08 /14 /2019 , five months late . REGULATION GUIDANCE : A copy of the test report must be submitted within 30 days of the tests . CORRECTIVE ACTION : Take all necessary precautions to ensure testing and submittal of test reports are performed in a timely manner. This is a minor violation . 316 HSC 25290A (c3 ) , 25290 .2 (c3 ) Secondary containment not constructed to prevent water intrusion (after Jul 2003 ) . OBSERVATION : Water was found in the under dispenser containment ( UDC ) sump , UDC #7/8 . REGULATION GUIDANCE : Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation , infiltration , or surface runoff. CORRECTIVE ACTION : The service technician removed less than halve a gallon of liquid from the UDC #7/8 sump and returned the sensor to its proper location . Immediately contact a properly licensed , trained , and certified contractor to address the water intrusion into the UDC # 7/8 sump under permit and inspection by the EHD . This is a minor violation . Overall Inspection Comments . An inspection checklist was provided to the facility operator on the day of inspection . The EHD has written the complete report on 2/21 /2020 which replaces the initial checklist. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation , and any supporting paperwork , by March 21 , 2020 .
