The following is an itemized list of hazardous waste violations that have not been <br />addressed for TOWER PARK RESORT/MARINA as of June 12, 2020. <br />Open violations from February 25, 2020 inspection <br />CORRECTIVE ACTION: Have a qualified Professional Engineer prepare a tank assessment for the 290 gallon <br />used oil tank. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. Provide a copy of the tank assessment, when available. <br />❑ This violation was corrected ❑ This violation will be corrected by (date): <br />❑ Supporting documents included <br />Describe actions taken or will be taken to correct violation: <br />Violation #507 - Failed to conduct daily inspections of hazardous waste tank system and maintain records <br />onsite. <br />OBSERVATION The facility has a 290 gallon used oil hazardous waste tank. Three years of complete daily tank <br />inspection records were not observed during the inspection. <br />REGULATION GUIDANCE: <br />(a) The owner or operator shall inspect, where present, at least once each operating day: <br />(1) overfill/spill control equipment (e.g., waste -feed cutoff systems, bypass systems, and drainage systems) to <br />ensure that it is in good working order; <br />(2) the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br />(3) data gathered from monitoring equipment and leak -detection equipment, (e.g., pressure and temperature <br />gauges, monitoring wells) to ensure that the tank system is being operated according to its design; <br />(4) the construction materials and the area immediately surrounding the externally accessible portion of the tank <br />system including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous <br />waste (e.g., wet spots, dead vegetation); and <br />(5) for uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br />(c) The owner or operator shall document in the operating record of the facility an inspection of those items in <br />subsection (a) of this section. <br />CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br />inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. <br />❑ This violation was corrected ❑ This violation will be corrected by (date): <br />❑ Supporting documents included <br />Describe actions taken or will be taken to correct violation: <br />Page 8of10 <br />
