Box 388 - Stockton, CA 95201-0388 <br /> On January 23 , 1996 , I 4JW_46,A�*2t RMC Lonestar located at 30350 S . <br /> Tracy Blvd . in the unincorporated area south of the city of Tracy. <br /> My presence was requested by RMC Lonestar representatives inorder <br /> to witness the removal of a 10 , 000 gallon diesel tank, a 1, 000 <br /> gallon gasoline tank and a 500 gallon waste oil tank. In <br /> attendance were two firefighters from Tracy Rural Fire Department, <br /> Chris Rowley of Chromolab, and Yalew Kabede of Sacramento County <br /> Environmental Management . Bradd Stately of RMC Lonestar and Joe <br /> Medina of Pacific Excavators were conducting the removal . Jim <br /> Reese of H and H Environmental would monitor the combustible gas <br /> indicator and transport the tanks from the site . <br /> I arrived at the site of the 1, 000 gallon gasoline tank and found <br /> that the overburden had been removed from the tank . During the <br /> excavation of the tank an electrical conduit was unearthed that <br /> crossed over the tank . Inorder to remove the tank without damaging <br /> the conduit , Pacific Excavators planned on excavating one end of <br /> the tank and sliding the tank from under the conduit . While doing <br /> the additional digging of the hole a second tank was found. I <br /> informed Mr. Stately, that this discovered tank would probably <br /> require the payment of the state surcharges and additional removal <br /> permit fees . He agreed and requested an appointment for removal of <br /> these tanks for the following day. <br /> We then moved to the location of the 10 , 000 gallon diesel tank. I <br /> saw two individuals working near the tank. It was learned that one <br /> of the individuals was the brother-in-law of the contractor. <br /> Mr . Stately assisted the contractor with securing the chains to the <br /> tank . Mr . Reese took combustible gas readings, 10 of LEL and 18 % <br /> Oxygen . The tank showed signs of corrosion and heavy staining <br /> around the fill area which was located at the east end of the hole . <br /> The tank pit had a slight odor near the east end. Prior to the <br /> removal , an underground water line was damaged during the <br /> excavation of the tank which left the area extremely muddy. <br /> Samples were taken from the bucket at a depth of 14 feet near the <br /> ends of the tank . This tank was labeled with paint on each end as <br /> 39-1737-2 . <br /> The 560 waste oil tank had staining around the fill . The fill pipe <br /> was damaged and I was unable to determine when this damage <br /> occurred. The LEL was 21 and the oxygen registered 13% . There was <br /> contamination in the form of a gray layer to the depth of 5 feet <br /> with a very heavy odor from the hole . Samples were taken from the <br /> bottom and the east sidewall of the excavation. This tank was <br /> labeled with paint on each end as 39-1737-3 . <br /> The manifest for the two tanks as 95590444 and manifested to H & H. <br /> A Division of San Joaquin County Health Care Services <br />
