At that time, <br /> PHS/EHD, in a letter dated September 28 , 1990, responded to a <br /> workplan for overexcavation of the tank #3 pit area dated <br /> December 27 , 1989 . This work was never completed. <br /> Therefore, due to the length of time that has elapsed, a new <br /> workplan must be submitted to PHS/EHD for review that addresses <br /> the contamination noted at this site at the time of the tank <br /> removal in November of 1990.
