These comments are based on recent telephone 1
discussions with your consulting firm, Ground Zero Analysis, Inc., regarding the submittal of a
Corrective Ation Plan (CAP) for this site at this time.
Ground Zero Analysis is preparing graphic presentations of groundwater contaminant concentrations
over time and groundwater elevations over time. In addition, they will prepare a graph showing
groundwater contaminant mass over time. It is anticipated that this data will show a declining
groundwater contaminant plume at the site and will be sufficient to justify a no further action status. In
order to fulfill corrective action requirements, this information can be presented with a discussion of the
overall effectiveness and cost of this approach versus that of active approaches. The need to submit a f
comprehensive CAP for this site will be determined after the evaluation of this data.
Should the data collected to date prove insufficient for a no further action status at this time, additional
data collection over time may be required to confirm a declining plume at the site.
Therefore, in order to determine a final strategy to achieve regulatory closure at this site, please
submit the information discussed above by December 11, 1995.
If you have any questions, or wish to discuss this letter in more detail, please contact Linda Turkatte,
Senior REHS, at (209) 468-3441.
Donna Heran, REHS;f Director
Environmental Health Division
0
Linda A.
