However, the contaminated saturated soils and groundwater remaining at the site still <br /> need to be addressed. <br /> As the full extent of the groundwater contaminant plume has been determined and pursuant to Title 23, <br /> Chapter 16, Article 11, Section 2725(c) of the Corrective Action Regulations (enclosed for your <br /> information), a Corrective Action Pian (CAP) must be submitted to PHS/EHD for review and <br /> concurrence. <br /> Section 2725(d)(e)(f)(g) describes various specific elements and objectives that should be included in the <br /> CAP. <br /> Section 2725(1) requires the responsible party to identify and evaluate at least two alternatives for <br /> restoring or protecting the groundwater to background levels or to levels that do not negatively impact the <br /> beneficial uses designated by the State for the groundwater. <br /> The State Water Resources Control Board (SWRCB) and the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) have determined standards for water quality for the State and for the Central <br /> Valley Region. The CVRWQCB has established a Basin Plan for groundwater in this area which lists the <br /> beneficial uses as municipal and domestic supply, agricultural supply, and industrial supply. <br /> In 1968, the SWRCB passed Resolution 68-16, seeking to maintain a high quality of water in 'the State. <br /> This resolution requires dischargers, if technically feasible, to restore impacted waters of the State to <br /> original background levels. Should this goal be technologically infeasible or economically unrealistic, the <br /> discharger may propose to restore the impacted waters of the State to standards established to protect the <br /> beneficial uses designated for the water. Enclosed for your information is a CVRWQCB Staff Report <br /> discussing water quality goals for this specific area. This document may be helpful in establishing <br /> appropriate cleanup levels for this site as required in the Corrective Action Regulations. <br /> in addition to the evaluation of the two cleanup alternatives required for the CAP, you may also evaluate <br /> passive groundwater monitoring as an alternative. However, this alternative must also be evaluated for <br /> effectiveness in restoring the groundwater to background levels and for total cost.
