eFUEL, LLC

4
is a manual shut off valve for each pipeline located outside of the general store on the land side
of the levee and on the water side of the levee by the gang plank and dock shack. The two
pipelines run supported from the levee to the fuel dock. The fuel dock maintains two fuel
dispensers. Emergency Shut-offs include electrical and manual devices such as the emergency
shutoff switch located near the metering pumps and manual valves on the land side and the
water side of the levee.

The tidal water level rise and fall in this area is approximately 4-6 feet and the pipelines are
designed to move with this tide using reinforced flexible piping . In case of the loss of the dock
breaking free from its moorings, the pipelines have spring loaded breakaway valves installed.
There is an emergency shut off switch located on the fuel dock and valves that can be closed
manually stop the flow of fuel to the pumps. There are also electrical breakers located at the
marina office that can be shutoff in the event of an emergency.

3. Aboveground Storage Tank System Description

3.1. AST Type / Listing / Construction Standard

The inspected 10,000 gallon split gasoline Aboveground Storage Tank was constructed under UL
Standard 2085 and is a Fireguard Lightweight Double Wall tank. According to the SP001
standard, the tank is categorized as a Category 1 tank due to having Spill Control and a
Continuous Release Detection Method. The Spill Control requirement is satisfied due to the
tank having a secondary containment system. The Continuous Release Detection Method
requirement is satisfied due to the tank being a double wall Aboveground Storage Tank with
visibility under the tank. The placard on the tank was painted over, but the model and serial #
of the tank was legible and confirmed with the Steel Tank Institute to have been manufactured
by Joor Manufacturing in 1999. The construction of the tank was observed to be consistent with
the UL 2085 standard for Aboveground Storage Tanks.

As noted prior, the tank is a split 10,000 gallon tank with a 6,000 gallon compartment holding
regular gasoline and a 4,000 gallon compartment holding premium gasoline. Both
compartments were equipped with primary vent tubes having EVR Approved vent caps,
weighted Morrison Bros emergency vents for both primary tanks and a single weighted
emergency vent for the secondary containment intersticial space.

Tank Manufacturer: Joor Manufacturing
Date of Production: 1999
Steel Tank Institute Serial Number: 10466
External Tank Dimensions: 338.5’’ long x 102’’ diameter.
Internal Tank Dimensions: 312’’ long x 95’’ diameter.
AST Category: Category 1 Tank
