enclosing space or separating parcels of land. The term "fence" does not include retaining walls, but does include fence gates and gateposts . 2 . "Fence height" means that the height of any fence shall be determined by measurement from the natural or finished grade at the lowest side of the fence . If a fence is proposed to be built on top of an earthen berm or other landscape feature , the maximum fence height shall include the height of the berm or landscape feature . 3 . "Open fence" means the same as "fence" except that materials used in the construction of the fence shall afford a clear view between the road or adjoining proper- ties and the property that is fenced. Materials used to build an open fence may include wire, wood rails , chain link, and wrought iron. B. Special Fence Provisions : 1 . Noise Attenuation Walls . Walls, fences, berms, and/or landscaping for the purpose of noise attenuation may be required in any zone when adjacent to a high noise generator such as a major roadway or railroad. Noise attenuation requirements will be developed in response to the noise level and source affecting specific property. Height and yard restrictions for walls may be waived as required for effective noise reduction. 2 . Tennis Courts . The six ( 6) foot fence height limit may be waived for tennis courts, as long as the tennis court is located in a side or rear yard and open type fencing material is used. 3 . Levees . The height of any fence located at the toe of a levee may be increased to eight feet subject to the review and approval of the Director . 4 . Fences Adjacent to "Restricted" or "Non-Access" Property. A fence up to six ( 6) feet in height may be constructed at the property line when that line is shown as restricted or "non-access" on a recorded map, subject to the review and approval of the Director . 5 . Exceptions for Landscaping. Landscaping can be used to provide visual screening and fencing in any yard in an agricultural or residential zone as long as safe sight distance is provided. All plant material within a 30-foot triangle at the intersection of streets and a 15-foot triangle at the intersection of driveways and streets shall be no more than three ( 3 ) feet in height above curb level , except for trees which are trimmed so that no branches extend lower than six feet above curb level .
