(f) An Environmental Impact Report (EIR) shall be prepared and certified for each <br /> Master Plan, and Specific Plan of each new community. <br /> This policy is being recommended for revision to clarify that the Financing Plan, which is required as a <br /> part of the subsequent plan process for the new communities, is not subject to the policy that an EIR be <br /> prepared and certified for each Financing Plan. <br /> PLAN POLICIES: <br /> The policies, as proposed for revision, are consistent with other policies of the General Plan. Therefore, <br /> the intpmal consistency of the General Plan is maintained. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on November 25, 1992. It concluded that this General Plan <br /> Text Amendment would not have a significant, adverse effect on the environment, nor a potential for any <br /> adverse effect, either individually or cumulatively, on wildlife resources. On this basis, a Negative <br /> Declaration and a California Department of Fish and Game Certificate of Fee Exemption have been <br /> prepared. <br /> APPLICATION DATA <br /> A legal ad for the public hearing was published in the Stockton Record on 12-28-92. <br /> The staff report was prepared by Lorre Islas. <br />
