Item No. 2 <br /> PC: 1-7-93 <br /> GP-92-15 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Forward General Plan Text Amendment Application No.GP-92-15 to the Board of Supervisors <br /> with a recommendation for approval based upon the 'Basis for General Plan Amendment' <br /> contained in the staff report. <br /> BASIS FOR GENERAL PLAN AMENDMENT <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the Amendment <br /> • This determination can be made because the policies as proposed for revision do not <br /> conflict with other policies of the General Plan. <br /> PROJECT DESCRIPTION <br /> This General Plan Text Amendment consists of revisions to two policies in the Community Development <br /> Section of Volume I of the General Plan 2010. The first is an addition of a policy which states that uses <br /> in the Agriculture-Urban Reserve zone must be consistent with the General Plan, and that consistency is <br /> determined based on whether or not the proposed use is allowed in an urban zone that implements the <br /> General Plan designation. The second policy revision clarifies that the Financing Plans, which are <br /> required as part of the subsequent plan process for the new communities, are not subject to a <br /> requirement for an Environmental Impact Report. <br /> STAFF ANALYSIS <br /> Through the use of the General Plan 2010 during the past five months, it was found that the following two <br /> changes were necessary: <br /> 1. Page IV-11, Growth Accommodation Implementation. Add the following after Implementation No. • ' <br /> 4: <br /> 5. Except for agricultural and residential uses, uses allowed in the Agriculture-Urban Reserve <br /> zone must be consistent with the undertVinq General Plan designation. Consistency shall <br /> be determined based on whether or not the proposed use is allowed in an urban zone <br /> that implements the General Plan designation. <br /> This policy was added to provide clarification for what uses are allowed in the AU-20 zone. <br />
