Ordinance Code is hereby amended to read as follows: Section 9-1705.5 Exempt Signs. Except for the requirements contained in Sections 9-1705.4(d) (g), 9- 1710.2 (c)-(f), and 9-1710.3,the following signs are exempt from the requirements of this Division. These signs are not to be included in determinations on the allowable number, type or area of signs as specified in Chapter 9-1710. SECTION 25. Section 9-1710.4, Chapter 9-1710, Division 17, Title 9, of the San Joaquin County Ordinance Code is hereby amended by amending subsection (d)(2)(C) and adding subsection (d)(2)(D) to read as follows: Section 9-1710.4 Sign Standards. (d) Temporary Signs. (2) Standards. (C) Except for political signs, signs shall be erected no more than thirty (30) days prior to commencement of an event and removed within seven (7) days following completion of the event. Political signs shall be removed within thirty (30) days following the conclusion of an election. SECTION 26. Section 9-1905.3, Chapter 9-1905, Division 19, Title 9, of the San Joaquin County Ordinance Code is hereby amended to read: Section 9-1905.3 Violations. It is a violation of this Title for a property owner to maintain or permit a nuisance on his property. Any use of land or a structure which is in violation of this title or in violation of permits approved pursuant to the provisions of this Title shall constitute a public nuisance and, if not made to conform, shall be subject to the enforcement procedures outlined in Section 9-1905.4. SECTION 27. Section 9-1905.4, Chapter 9-1905, Division 19, Title 9, of the San Joaquin County Ordinance Code is hereby amended by adding subsection (d) to read as follows: Section 9-1905.4 Enforcement Procedures. (d) Appeals. Appeals of a notice of a violation to this Title shall be filed pursuant to Section 9-215.12 (Appeals under the Staff Review with Notice Procedure), except for the following provisions: (1) The owner and/or occupant of the property may file this appeal. (221 When an appeal is heard by the Board of Supervisors pursuant to Section 8- 5100, any violation of Division 19 of this Title included in the Notice of Violation shall be heard by the Board of Supervisors. SECTION 28. Section 9-1905.5 is hereby added to Chapter 9-1905, Division 19, Title 9, of the San Joaquin County Ordinance Code to read as follows: Section 9-1905.5 Recovery of Enforcement Costs. The County shall be reimbursed for all time, services, and materials needed to abate a violation of this Division. The hourly rate used to compute time spent to investigate, document, and abate a violation shall be the actual costs. The enforcement agency is entitled to recover all cost associated with the voluntary and involuntary abatement of violations. SECTION 29. Section 9-1910.6, Chapter 9-1910, Division 19, Title 9, of the San Joaquin County Ordinance Code is hereby amended by amending subsection (c) to read as follows: -16-
