Ordinance Code is hereby amended to read as follows: <br /> Section 9-1705.5 Exempt Signs. <br /> Except for the requirements contained in Sections 9-1705.4(d) (g), 9- <br /> 1710.2 (c)-(f), and 9-1710.3,the following signs are exempt from the requirements of this Division. <br /> These signs are not to be included in determinations on the allowable number, type or area of <br /> signs as specified in Chapter 9-1710. <br /> SECTION 25. Section 9-1710.4, Chapter 9-1710, Division 17, Title 9, of the San Joaquin County <br /> Ordinance Code is hereby amended by amending subsection (d)(2)(C) and adding subsection (d)(2)(D) <br /> to read as follows: <br /> Section 9-1710.4 Sign Standards. <br /> (d) Temporary Signs. <br /> (2) Standards. <br /> (C) Except for political signs, signs shall be erected no more than thirty (30) <br /> days prior to commencement of an event and removed within seven (7) <br /> days following completion of the event. <br /> Political signs shall be removed within thirty (30) days following the <br /> conclusion of an election. <br /> SECTION 26. Section 9-1905.3, Chapter 9-1905, Division 19, Title 9, of the San Joaquin County <br /> Ordinance Code is hereby amended to read: <br /> Section 9-1905.3 Violations. It is a violation of this Title for a property owner to maintain or permit <br /> a nuisance on his property. Any use of land or a structure which is in violation of this title or in <br /> violation of permits approved pursuant to the provisions of this Title shall constitute a public <br /> nuisance and, if not made to conform, shall be subject to the enforcement procedures outlined <br /> in Section 9-1905.4. <br /> SECTION 27. Section 9-1905.4, Chapter 9-1905, Division 19, Title 9, of the San Joaquin County <br /> Ordinance Code is hereby amended by adding subsection (d) to read as follows: <br /> Section 9-1905.4 Enforcement Procedures. <br /> (d) Appeals. Appeals of a notice of a violation to this Title shall be filed pursuant to Section <br /> 9-215.12 (Appeals under the Staff Review with Notice Procedure), except for the following <br /> provisions: <br /> (1) The owner and/or occupant of the property may file this appeal. <br /> (221 When an appeal is heard by the Board of Supervisors pursuant to Section 8- <br /> 5100, any violation of Division 19 of this Title included in the Notice of Violation <br /> shall be heard by the Board of Supervisors. <br /> SECTION 28. Section 9-1905.5 is hereby added to Chapter 9-1905, Division 19, Title 9, of the <br /> San Joaquin County Ordinance Code to read as follows: <br /> Section 9-1905.5 Recovery of Enforcement Costs. The County shall be reimbursed for all time, <br /> services, and materials needed to abate a violation of this Division. <br /> The hourly rate used to compute time spent to investigate, document, and abate a violation shall <br /> be the actual costs. <br /> The enforcement agency is entitled to recover all cost associated with the voluntary and <br /> involuntary abatement of violations. <br /> SECTION 29. Section 9-1910.6, Chapter 9-1910, Division 19, Title 9, of the San Joaquin County <br /> Ordinance Code is hereby amended by amending subsection (c) to read as follows: <br /> -16- <br />
