PLANNING COMMISSION MINUTES <br /> OCTOBER 21, 1993 <br /> 2 . TEXT AMENDMENT APPLICATION NO. TA-93-3 OF SAN JOAQUIN COUNTY <br /> for an Ordinance amending Title 9 of the Ordinance Code of the <br /> County of San Joaquin relative to Section 9-610 . 3 , concerning <br /> homesite parcels in the General Agriculture (AG) zone. Applicable <br /> Countywide (continued from August 12 and October 7 , 1993) <br /> Associate Planner Bill Factor introduced a staff report into the <br /> record including the recommendations of the Ordinance Subcommittee; <br /> a letter from Craig Rathmussen in behalf of James Gribaudo; and he <br /> also submitted a study of homesite parcels, which had been prepared <br /> for the Board of Supervisors. <br /> PUBLIC HEARING OPENED <br /> Beverly Sparrowk, 27352 E. Liberty Rd. , Clements, spoke in favor of <br /> the amendment. <br /> Attorney Jose Alva, 7510 Shoreline Dr. , Ste A-1, suggested for <br /> purposes of clarification that paragraph 4 of subsection (a) be <br /> reformatted to become a separate subsection. This would provide a <br /> clearer understanding of the requirements for homesite parcels for <br /> financing purposes only. He also suggested that the paragraph <br /> under subsection (a) concerning the recording of a separate <br /> instrument for homesite parcels become a separate subsection. The <br /> commission concurred with Mr. Alva ' s recommendations. <br /> David Prudhel, 19393 Wilderness Way, Woodbridge, spoke in favor of <br /> homesite parcels for family members of farmers. <br /> Clifford Koster, 3499 S. Koster Rd. , Tracy, spoke in favor of the <br /> ordinance amendment as submitted. <br /> Comm. Jungeblut asked Mr. Koster how he felt about a possible <br /> stipulation that once a parcel is approved that the building permit <br /> be obtained within a certain length of time or the parcel split is <br /> voided. <br /> Mr. Koster said that if a parcel is approved for a family member <br /> then it should be utilized right away rather than being held for <br /> speculation or possible sale. <br /> Mike Henry, Executive Director of the San Joaquin Farm Bureau, said <br /> that the new amendment proposal had not been reviewed by the Farm <br /> Bureau and they would submit their recommendation at a later date. <br /> Toni Francis, P.O. Box 743 , Clements, said she represented her <br /> husband and Mr. and Mrs. Hesseltine, and she concurred with the <br /> staff report. <br /> Brad Lange, 1298 W. Jahant Rd. , Acampo, expressed concern over the <br /> abuse of the homesite provisions. <br /> -1- <br />
