Don Moyer, P.O. Box 207, Ripon, spoke in favor of homesite parcels. <br /> He submitted an informal "poll" which he and Mr. Mike Quartaroli <br /> conducted concerning the "rights" of property owners to have <br /> homesite parcels. He also 'stated that he felt that the text <br /> amendment was inadequate with respect to providing homesite parcels <br /> to elderly farmers for retirement purposes. <br /> John Eilers, Linden, said he preferred the version of the Text <br /> ASmendment considered in August to the one being considered at this <br /> time. He said this proposal conflicts with general plan policies <br /> and it creates an elite group of farmers and then subsidizes them <br /> by allowing them to create homesite parcels. <br /> Bob Lauchland, 3855 Turner Rd. , Lodi, spoke in favor of homesite <br /> parcels for family members of farmers. He stated that the text <br /> amendment would not allow him to create a homesite parcel which <br /> could be sold separately because the parent parcel, which was owned <br /> by his father, was less than 40 acres in size. <br /> Leroy Ornellas, 20749 Lammers Rd. , Tracy, asked for clarification <br /> of some of the provisions, and said he supported this with some <br /> reservation. He was in favor of homesites for financing for the <br /> farmer and the long-time landowner who wants to live on his land. <br /> In answer to a question, Mr. Factor said the amendment had been <br /> reviewed by title companies and the financing option was acceptable <br /> and would not cause any undue problems for them. <br /> PUBLIC HEARING CLOSED <br /> Comm. Jungeblut asked that a provision be added to require the <br /> applicant to obtain a building permit within a certain length of a <br /> time after the creation of the homesite parcel. After considerable <br /> discussion, the wording was agreed upon by the commission (see <br /> motion) . <br /> MOTION: Moved, seconded (Jungeblut-Morri) and carried by a vote of <br /> 7-0 to: <br /> 1. Approve the Negative Declaration; and <br /> 2 . Forward Development Title Text Amendment No. TA-93-3 to the <br /> Board of Supervisors with a recommendation of approval with <br /> the formatting changes suggested by Jose Alva and with the <br /> revisions noted below, based on the "Bases for Recommendation" <br /> contained in the staff report. <br /> Revisions <br /> 1. Include the following provision under Subsection (a) <br /> [Homesite Parcels] : "The applicant shall obtain a <br /> building permit for a single family dwelling for each <br /> homesite parcel concurrently with the recordation of the <br /> parcel map. " <br /> -2- <br />
