PLANNING COMMISSION MINUTES <br /> AUGUST 12 , 1993 <br /> 1. TEXT AMENDMENT APPLICATION NO. TA-93-3 OF SAN JOAQUIN COUNTY <br /> for an Ordinance amending Title 9 of the Ordinance Code of the <br /> County of San Joaquin relative to Section 9-610.3 , concerning <br /> homesite parcels in the General Agriculture (AG) zone. Applicable <br /> countywide. <br /> Associate Planner Bill Factor introduced a staff report into the <br /> record. <br /> PUBLIC HEARING OPENED <br /> Phil Brumley (10546 S. Van Allen Rd. , Escalon) , a member of the <br /> Farm Bureau and Farm Group, said he and his brother jointly own <br /> property and wanted to create a homesite. He objected to restric- <br /> tions on transferring property when it is owned in partnership. <br /> Bob Lauchland (3855 Turner Rd. ) asked that sons and daughters of <br /> farmers be allowed to cut off a homesite parcel. <br /> Mike Bogetti (33655 S. Koster Rd. ) requested provision for <br /> homesites for sons and daughters of farmers with a 5 year stipula- <br /> tion against selling off the homesite; and to allow farmers to sell <br /> off a parcel to financially save the farm. <br /> Mark Connolly (121 E. lith St. , Tracy) , did not recommend that the <br /> provisions allow parcel splits based on the intent of the individu- <br /> al making the request. He said this provision was abused. He said <br /> the proposed ordinance provides for financing a homesite. He said <br /> that life estate provisions, long-term leases, or insurance <br /> policies, are alternatives. He recommended adoption of the <br /> ordinance as presented. <br /> Glenda Hesseltine (P.O. Box 157, Clements) , representing C.U.M.E. , <br /> said she is a member of a farm family and she could not understand <br /> the logic of selling off the farm to save the farm. This dwindles <br /> away farm land. She said it could be considered indulgent and <br /> spoiled to always think our children can live on the farm land. <br /> She said the Clements community made a big effort to save their <br /> land. She read a letter from Bill Jennings. <br /> Waldo Holt, representing the Audubon Society, spoke in support of <br /> the Text Amendment as presented. <br /> Dennis Alegre objected to any change in the text. <br /> Richard Lauchland (9484 Hyatt Oak Drive, Bakersfield) said he is a <br /> son of a farmer and he wants to move onto the ranch. He said he <br /> cannot buy the entire farm, he just wants a homesite parcel. He <br /> objected to the Text Amendment as proposed. <br /> Bob Hesseltine (24243 E.
