Air Pollution Mitigation <br /> San Joaquin County's air basin consistently exceeds State and federal ozone standards with <br /> consequent worsening quality of life. The project proposes a voluntary mitigation program to <br /> minimize the project's contribution to air pollution, as follows: <br /> Alternative Commute Modes. The project will be designed and operated to promote <br /> alternative commute modes as follows: <br /> • Donation and construction of two Park and Ride lots at the north and south ends of the <br /> project site to promote commuter ride sharing by project and area residents. <br /> • The recorded CC and R's for the project shall require that the Neighborhood Association <br /> establish a Transportation Management Program (TSM) to promote alternative commute <br /> modes. The TSM Program shall include any reasonable combination of measures which <br /> may include, but not be limited to, the promotion and marketing of carpools, van pools <br /> and transit usage by project residents. <br /> • The CC and R's will require that the Neighborhood Association appoint a Transportation <br /> Coordinator to be responsible for developing and implementing the project's TSM <br /> Program. <br /> • Homeowners will pay a monthly fee to support the Transportation Coordinator. <br /> Trip Reduction Incentives. The project will offer the following trip reduction measures: <br /> • The project's CC and R's will be written to be supportive of work-at-home options for <br /> project residents. <br /> • Bicycle storage facilities will be constructed at the Park and Ride lots as an incentive to <br /> project and area residents to use bikes rather than cars to get from homes to the Park and <br /> Ride lots. <br /> • A passenger staging area and shelter and benches will be provided at each of the Park <br /> and Ride lots and on the Koster Road bypass, to increase the attractiveness of transit <br /> usage to project and area residents. <br /> • The project developer will participate in the preparation of an area bikeway plan to <br /> coordinate the project's bikeway linkages within an areawide system. <br /> • The proposed neighborhood convenience center and school will be linked to project <br /> homes by biking and pedestrian paths to minimize vehicle trips. Bicycle storage <br /> facilities will be constructed at the convenience center. <br /> Buffer Areas. Intervening open spaces will be provided along project site freeway and Koster <br /> Road bypass frontages to buffer project residents from concentrated air pollution levels as well <br /> as noise along these routes. <br /> 19 <br />
