Wood Stove and Fireplace Limitation. The developer will agree to conditions of approval <br /> which will limit the number of wood stoves and fireplaces in project houses. The CC & R's <br /> will include restrictive standards to require wood stoves with low emission levels. <br /> Air Pollution Research. Rancho San Joaquin will contribute $100 for each house built to the <br /> Valley Air Trust to help find ways to reduce air pollution throughout the San Joaquin Valley. <br /> PLAN FOR PROVISION OF PUBLIC SERVICES TO THE <br /> RANCHO SAN JOAQUIN PROJECT <br /> The following Plan for Public Services follows the guidelines of the San Joaquin County <br /> LAFCO which in turn are based on State legal requirements, which provide for five <br /> information elements. According to Section 56653,the plan for providing services shall <br /> include all of the following information: <br /> 1. An enumeration and description of the services to be extended to the affected territory. <br /> 2. The level and range of those services. <br /> 3. An indication of when those services can feasibly be extended to the affected territory. <br /> 4. An indication of any improvement or upgrading of structures, roads, sewer or water <br /> facilities, or other conditions could be imposed or required within the affected territory if <br /> the change of organization or reorganization is completed. <br /> 5. Information with respect to how those services will be financed. <br /> Each of the public services that will be required to serve the project are discussed on the <br /> following pages according to the above-noted five information elements. WPM performed a <br /> fiscal impact analysis of the project in March, 1989. Data from that report was used with <br /> respect to the discussion herein on financing some of the services. <br /> Flood Control, Drainage, Erosion, and Sedimentation <br /> 1. Service to be Extended <br /> In the case of Rancho San Joaquin this service includes drainage, erosion, sedimentation <br /> and flood control. <br /> 2. Level and Range of the Service <br /> The stormwater runoff generated from the proposed project will be engineered to ensure <br /> minimal impact to downstream users with respect to minimizing peak runoff flows, <br /> water quality degradation, and transport of sediment. Stormwater runoff from parking <br /> lots, roofs, driveways, and other impervious surfaces will be routed to lined storage <br /> ponds, where it will be ultimately used for landscape and golf course irrigation. A <br /> hydrological analysis will be conducted to estimate the runoff before and after <br /> development. Engineering design will be conducted to assure that the resultant "after- <br /> development" runoff peak flows will not exceed the "before-development" runoff peak <br /> flows. Such features will incorporate any number of flow retention and flow attenuation <br /> structures as required. <br /> 20 <br />
