domestic water system will be isolated from the irrigation system by approved backflow <br /> prevention devices where appropriate. Domestic water lines, irrigation water lines, and <br /> reclaimed-wastewater pipe lines shall be clearly identified as to their use and content, in <br /> accordance with the criteria set forth in the California-Nevada section of AWWA <br /> publication, Guidelines for Distribution of Nonpotable Water. <br /> All wells used for domestic purposes will be protected from surface contamination and <br /> will be constructed in accordance with the latest public water system design guidelines. <br /> Adequate storage will be provided to accommodate a minimum of one day's domestic <br /> water use, plus fire protections storage, as required. <br /> Initial chemical analysis of existing wells indicate adequate quantity and quality for <br /> domestic use and the safe drinking water standards. <br /> It is proposed that the domestic water system will be operated and maintained by the <br /> County Service Area. <br /> Fire hydrants with adequate fire flows will also be provided. <br /> 3. Timing of Services <br /> The water system will be constructed in phase with development. <br /> 4. Improvements Needed or Required <br /> The entire water system will be needed. <br /> 5. Financing of the Service <br /> The applicants will finance construction of the water system. The proposed CSA will <br /> own and operate it, financed by user charges. The water user charge will include a <br /> separate depreciation and contingency fee so that an adequate reserve would be available <br /> for unanticipated costs and long-run replacement of water system components. <br /> Sewage Collection, Treatment and Disposal <br /> 1. Service to be Extended <br /> Sewage collection, treatment and disposal. <br /> 2. Level and Range of the Service <br /> Rancho San Joaquin residential development will occur in an orderly, phased time <br /> frame. It is anticipated that the wastewater management facilities development will be <br /> phased in accordance with the residential phasing. Flow conservation measures will be <br /> incorporated to reduce the amount of wastewater to be reclaimed. Such measures will <br /> include low flush toilets, flow restricted showers, and water-saving appliances and <br /> fixtures. Initially it is planned that all wastewater will be collected at five separate sites <br /> where an independent satellite treatment facility will also be located. <br /> Although a full engineering analysis will be required prior to making any firm <br /> recommendations, one type of acceptable wastewater treatment system would be an <br /> extended aeration modification of the activated sludge process.
