The design of parking lots and roads will be such as to quickly remove stormwater <br /> runoff from those surfaces so as not to present a safety hazard to vehicular and <br /> pedestrian traffic. The percolation of stormwater runoff through drywells or other <br /> subsurface devices will not be allowed. <br /> Design features, primarily intended to remove road oils and grease will be incorporated <br /> in the design. Such features may include grass contact areas and sheet flow over grassy <br /> areas to collect petroleum products on blades of grass before the water is impounded, <br /> making the water of a more suitable quality for irrigation of turf grass and landscaping. <br /> Measures will be incorporated to prevent any increase in runoff peak flows which will <br /> be exiting the site, as compared with the existing undeveloped state. It is proposed that <br /> the stormwater system be maintained by a County Service Area. There is an agricultural <br /> drain linking the New Jerusalem area to the San Joaquin River. The project site is not <br /> within the district operating this drain. The project developer will seek to connect to and <br /> use this drain as a back-up for winter flows, only should it be needed. <br /> All stormwater management features, including aesthetic holding ponds, will be <br /> designed and constructed in accordance with the requirements and policies of San <br /> Joaquin County and best management engineering practices. <br /> Due to the internalized drainage system within the project,no off-site erosion or <br /> sedimentation is anticipated. Any on-site erosion or sedimentation would be collected <br /> by the on-site drainage system and maintenance handled by golf course maintenance or <br /> CSA personnel. <br /> 3. Phasing of the Service <br /> The golf course will be constructed first, so the drainage, erosion, sedimentation and <br /> flood control improvements will be made available at the beginning of development. <br /> 4. Improvements Needed or Required <br /> As noted above, golf course development will include the needed drainage, erosion, <br /> sedimentation and flood control improvements. <br /> 5. Financing of the Service <br /> The applicants will finance golf course construction and maintenance, assisted by <br /> Neighborhood Association fees. If later maintenance problems arise, their convection <br /> could be financed by CSA parcel charges. <br /> Water Supply <br /> 1. Service to be Extended <br /> The water supply and distribution system to be provided to the project will include <br /> adequate flows for fire services. <br /> 2. Level and Range of the Service <br /> An independent domestic water system for the entire project will be provided by the <br /> developer.
