depreciation and contingency fee so that an adequate reserve would be available for
unanticipated costs and long-run replacement of wastewater management components.
Public and Private Road Maintenance
1. Service to be Provided
Pubic and private road maintenance including street lighting.
2. Level and Range of the Service
The project will include a parkway collector and number of local streets. They will all
be privately owned and maintained, though they will meet County standards. To the
extent the project is required to improve abutting roads, these will be County-
maintained.
3. Timing of the Service
The roads will be constructed and maintained in phase with development.
4. Improvements Needed or Required
A hierarchy of internal roads and off-site improvements will be needed to serve the
project.
5. Financing of the Service
All improvements will be financed by the applicants. The optional approaches to
finance the maintenance of the private on-site roads are by the developer, the
Neighborhood Association, or the CSA.
The maintenance of any improvements to the abutting roads will be financed by the
County. These costs should be relatively low. The project will generate about $73,000
annually in County gas tax revenues.
Gas and Electric Utilities
1. Service to be Provided
Gas and electric utilities.
2. Level and Range of the Service
The nearest gas line is about 1000 feet east of the Koster Road-State Route 132
intersection and would have to be extended to the project. The developer's cost would
be about $12 per lineal foot. Electric lines exist along Durham Ferry Road, part of the
Koster Road project site frontage and State Route 132.
3. Timing of the Service Provided
Gas and electricity will be provided in phase with development.
25
