Schools <br /> 1. Service to be Provided <br /> Schools. <br /> 2. Level and Range of the Service <br /> The project is currently served by the New Jerusalem Elementary and Tracy High <br /> School districts. The elementary school adjacent to the project site is nearing its <br /> capacity. At project build-out, the capacity of this school would be far exceeded. The <br /> applicants have agreed to plan for a site for a new school within the project, and to <br /> finance any needed facilities, as the project develops. These are likely to include, first, <br /> portables at the existing school, and second, a core school at the new site. <br /> The high school in Tracy is over capacity and the district is constructing a new school to <br /> be completed in 1991. While it may have capacity for the project, the district has stated <br /> that new development should include financing plans to offset their impact. <br /> 3. Timing of the Service <br /> Schools are in place, but are subject to potential overcrowding. The interim measures <br /> noted above will be required. <br /> 4. Improvements Needed or Required <br /> Various new facilities will be needed, as noted above. <br /> 5. Financing of the Service <br /> A mixture of State grants, developer fees, and the Mello-Roos bond issue noted earlier is <br /> likely to finance the facilities. For buildout conditions at the building permit stage <br /> existing fees will be about $2,770,000 for the elementary district and $923,000 for the <br /> high school district. <br /> Parks and Recreation <br /> 1. Service to be Provided <br /> Parks and recreation. <br /> 2. Level and Range of the Service <br /> The golf course and Nature Preserve will be open to the public. <br /> 3. Timing of the Service <br /> The golf course will be constructed in the first phase of development. <br /> 4. Improvements Needed or Required <br /> The golf course, as noted above. <br /> 28 <br />
