Traffic enforcement is provided by the California Highway Patrol (CHP), which does <br /> not patrol private road. An arrangement with the CHP to respond to traffic accidents <br /> within the project will be developed. <br /> 3. Timing of the Service <br /> The police protection system is already in place. <br /> 4. Improvements Needed or Required <br /> None. <br /> 5. Financing of the Service <br /> No added financing of the CHP is needed. For the Sheriff, as noted above, there is a <br /> need to increase area-wide staffing. At current County per capita cost for Sheriff <br /> services, the project at build-out would require added annual costs of about $135,000, or <br /> about two officers. Actual costs should be far lower, due to nature of the project and the <br /> controlled entries. The project will generate over $1 million in added County property <br /> tax revenues, at build-out which could be considered to offset any added Sheriff's costs, <br /> along with other added County costs. <br /> Fire Protection <br /> 1. Service to be Provided <br /> Fire protection and emergency medical reponse. <br /> 2. Level and Range of the Service <br /> The project is in the Tracy Rural Fire District, which has four stations, one of which is at <br /> the Koster-Durham Ferry intersection adjacent to the project. Response time would <br /> therefore be excellent. The district anticipates little added service demand from the <br /> project, assuming an adequate water system, though the district would like to eventually <br /> add a second full-time man to each station. <br /> The fire district provides emergency medical response while the Tracy Hospital provides <br /> ambulance services. <br /> 3. Timing of the Service <br /> The fire protection and emergency medical system is already in place. <br /> 4. Improvements Needed or Required <br /> None, except for the water system described above. <br /> 5. Financing of the Service <br /> No added direct financing is needed for fire service. The project will generate about <br /> $346,000 in added fire district property tax revenues at build-out and $54,240 in parcel <br /> charges, which would be adequate to finance the desired added manpower. <br /> 27 <br />
