Management of the <br /> Tracy course believes that often during the season the play is already exceeding the maximum <br /> and preferred usage level for a course of its size and condition. <br /> As population growth in south San Joaquin County and the Tracy area accelerates, the existing <br /> courses will be less able to provide reasonable playing opportunities for the number of golfers <br /> who want to use it. Without the new golf course proposed in the Rancho San Joaquin project, <br /> the long-term outlook is as follows: <br /> • Reduced opportunity for instruction for beginners and intermediate golfers. <br /> • Increased scheduling problems at existing courses. <br /> • Wear and tear on existing courses. <br /> It is anticipated that at least 60,000-65,000 rounds will be played at the Rancho San Joaquin <br /> golf facilities each year. Of the total players it is expected that 65 percent will be non-residents <br /> of the project. The developers of Rancho San Joaquin will bear the cost of golf course <br /> construction and operation and maintenance will not be tax-supported. With the Rancho San <br /> Joaquin golf course, the south San Joaquin area will gain a substantial recreational facility <br /> open to the public in a highly accessible central location while alleviating overcrowding at <br /> existing golf courses in the area. <br /> Open Space <br /> The proposed project also anticipates the County's quality-of-life goal of its new General Plan <br /> in that it will provide a substantial open space area in the form of a golf course, a Nature <br /> Preserve and greenways. These common open space areas will amount to more than 40 <br /> percent of the project site. <br /> 32 <br />
