Records of testing and inspection are kept —including comparison records. <br /> Scope and frequency of the inspections and inspector qualifications are in accordance with industry ❑x ❑ <br /> standards. [See Inspection Log and Schedule and Bulk Storage Container Inspection Schedule in <br /> Attachments 3.1 and 3.2] (§112.8(c)(6) and§112.12(c)(6)(i)] <br /> Outsides of bulk storage containers are frequently inspected for signs of deterioration, discharges, or <br /> accumulation of oil inside diked areas. Container supports and foundations are regularly inspected. [See ❑x ❑ <br /> Inspection Log and Schedule in Attachment 3.1] (§§112.8(c)(6) and 112.12(c)(6)] <br /> For bulk storage containers that are subject to 21 CFR part 110 which are shop-fabricated, constructed of <br /> austenitic stainless steel, elevated and have no external insulation, formal visual inspection is conducted <br /> on a regular schedule. Appropriate qualifications for personnel performing tests and inspections are II ❑ <br /> documented. [See Inspection Log and Schedule and Bulk Storage Container Inspection Schedule <br /> in Attachments 3.1 and 3.2](§112.12(c)(6)(ii)] <br /> Internal Heating Coils <br /> The facility will control leakage through defective internal heating coils by monitoring the steam return and <br /> exhaust lines for contamination from internal heating coils that discharge into an open watercourse, or ❑ II <br /> passing the steam return or exhaust lines through a settling tank, skimmer, or other separation or <br /> retention system. (§112.8(c)(7)] <br /> Overfill Prevention and Container Engineering <br /> Each container installation has been engineered or updated in accordance with good engineering practice II ❑ <br /> to avoid discharges. [§112.8(c)(8)] <br /> For each bulk container or container installation, at least one of the following devices is provided: II ❑ <br /> (§112.8(c)(8)(i— iv))] <br /> • High liquid level alarms with an audible or visual signal at a constantly attended operation or II L2surveillance station. In smaller facilities an audible air vent may suffice. <br /> • High liquid level pump cutoff devices set to stop flow at a predetermined container content level. II ❑ <br /> • Direct audible or code signal communication between the container gauger and the pumping II ❑ <br /> station. <br /> • A fast response system for determining the liquid level of each bulk storage container such as <br /> digital computers, telepulse, or direct vision gauges. If this alternative is used, the facility will II ❑ <br /> ensure a person be present to monitor gauges and the overall filling of bulk storage containers. <br /> Liquid level sensing devices are regularly tested to ensure proper operation [See Inspection Log and 0 ❑ <br /> Schedule in Attachment 3.1].(§112.8(c)(8)(v)] <br /> Effluent Treatment Facilities <br /> The facility observes on-site effluent treatment facilities frequently enough to detect possible system II ❑ <br /> upsets that could cause a discharge as described in §112.1(b).
