Philbro-Tech, Inc. uses the ferrous sulfate in their waste water treatment to extract heavy metals. <br /> Documentation of this process is not available due to being proprietary information. This <br /> information was made available with the sales manager Joseph Han at Philbro-Tech, Inc. <br /> Item#303. CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, <br /> or decontamination equipment. There were a variety of secondary containments and <br /> secondary containment pallets all contained some type of oily, sludge, water or unknown liquid <br /> inside. See supporting PDF file Item 303/601. <br /> a. Secondary containments for totes near the oil storage building (bone yard) contained <br /> oily sludge inside. Two secondary containments used for oil or oily water were both <br /> pumped into totes and wiped clean, reorganized and put away. Work performed under <br /> Sumiden maintenance work order 219. Materials disposed as NON-RCRA CA Waste <br /> manifest#020403095JJK. <br /> b. Secondary containments for oil products was stored inside of the oil storage buildings <br /> contained an oily substance. Three secondary containments containing used oil and oily <br /> substances were pumped into used oil tote for recycle. Work performed under Sumiden <br /> maintenance work order 221. <br /> c. Secondary containments at the used oil storage location contained oily sludge/water at <br /> the used drums of oil storage area. Contents of secondary containments pumped into <br /> appropriate oil totes for recycle. Work performed under Sumiden maintenance work <br /> order 219. Materials disposed as NON-RCRA CA Waste manifest#020403095JJK. <br /> d. Secondary containment pallet for a tote of phosphoric acid solution containing liquid <br /> inside. Liquid drained for disposal using manifest#019415443JJK. <br /> e. Secondary containment pallet for compressor condensate and oily water had oily <br /> residue inside. Containment was wiped down of oily residue and reuse as secondary <br /> containment, removal of open top barrels and closed top 5gallon water jugs in place to <br /> collect oily water condensate blow off. <br /> All facility communications or alarm systems, fire protection equipment, spill control <br /> equipment and decontamination equipment where required shall be tested and maintained as <br /> necessary to assure its proper operation in time of emergency. Alarm systems are tested on <br /> annual basis with recommendations and repair made immediately to items out of order or <br /> otherwise deemed defective. Last alarm inspection completed on 2/5/2019 by Protection 1. <br /> Fire extinguisher are recharged and changed out annually by Amor Fire Extinguisher Co. <br /> complete for 2019. <br /> Spill control equipment (secondary containments) are scheduled for evaluation, cleaning and <br /> disposition 2 times per year at July and December shutdown. 2019 schedule is July 1-7 and <br /> December 23 —January 1, 2020. This 2 times per year is primary reserved for ferrous sulfate <br /> crystal clean out as it requires workspace inside and away from storm/sewer drains. Crystals <br /> are collected and re-introduce into the sulfuric acid bath. Secondary containments containing <br /> ferrous sulfate liquids has been drained into sulfuric acid evacuation pit for reuse. <br />
