Proposal and Estimated Budget No.
MDT Stockton, CA
Proposal No. P15501.00
Page 2
Suspected hydrocarbon impacted soils (up to 1,000 cubic yards) will be excavated by a licensed
California.contractor employing a tracked excavator.
It is estimated that approximately 1000 cubic yard of soil will be removed and stockpiled on
site on 6 mil plastic sheeting. Excavated soils will be field screened with a photoionization
detection meter (PID) calibrated to an isobutylent standard. Clean soils will be stockpiled
separately from the impacted soils based upon field observations such as odor, discoloration,
PID measurements. Stockpiled soils will be covered with plastic sheeting pending results of
laboratory analysis and determination of the appro date remediation/disposal method.
Subsequent to excavation, one soil sample will b collected every 20.linear feet along the
sidewalls of the excavation pit (approximately 6 les) under the direction of the San Joaquin
County Public Health Services, Environmental Health Division (PHS/EHD). Two soil samples
will be collected from the floor of the excavation. The soil samples will be submitted to a State-
certified Iaboratory for analysis of benzene, toluene, ethylbenzene and xylenes (BTEX) utilizing
EPA methods 503018020, total petroleum hydros bons as gasoline (TPHG) utilizing EPA
methods 5030/8015 and total petroleum hydrocarboi is as diesel (TPHD) utilizing EPA methods
355018015. Collection of additional samples may a required by the PHS/EHD. Analytical
costs for samples beyond those proposed above are not included in the cost estimate.
Since groundwater is anticipated in the excavatio pit, dewatering by pumping during the
excavation process may be necessary. Direct disposal into the city sewer system is proposed.
Thus, a water sample will be collected after the pit has been purged of a minimum of one
volume and allowed to refill. The water will bean 3lyzed for BTEX, TPHG and TPHD using
the methods described above.
Task 2, il Pile !Characterization Sam lin
One 2 to i composite sample_will.be collected for very 50 cubic yards of excavated soil for
characterization. Samples will be analyzed for B X, TPHG and TPHD by a State-certified
analytical laboratory.
Task 3. Preparation of Sunmnary Renort
This task includes preparation of a report summarizing all work performed as outlined in tasks
1 and 2. The report will be prepared for submittal to the PHS/EHD and the California Regional
Water Quality Control Board for their review and approval. The report will detail procedures
P5o1SM
