y <br /> Proposal and Estimated Budget No. <br /> MDT Stockton, CA <br /> Proposal No. P15501.00 <br /> Page 3 <br /> followed, field data collected, laboratory and field data analytical results, conclusions and <br /> recommendations. <br /> Task 4. iI ration gnd C nfermation Soil Pile Sampling <br /> If the volatile organic compounds (VOCs) of the soil register less than 50 ppm based on <br /> stockpile sampling, the soil will be aerated under exemption from the San Joaquin Valley <br /> Unified Air Pollution Control District (APCD) and subsequently used as backfill. Should the <br /> VOC content of the soil register greater than 50 ppm, the impacted soil will be aerated under <br /> permit from the APCD, or transported off site to an appropriate landfill. <br /> The cleanup goal for soils to be used as backfill is non-detectable (ND) concentrations of <br /> hydrocarbons. It is anticipated that this level can be reached with minimal manipulation of the <br /> soil pile. Our estimated costs include labor for monitoring "hot spots" in the soil pile on two <br /> separate occasions. If additional soil pile manipula 'on is required, additional costs would be <br /> incurred. <br /> If soils are successfully aerated on site, confirmati n soil pile sampling and analysis will be <br /> conducted by RESNA prior to backfilling activities. One soil sample for every 25 cubic yards <br /> of remediated soil is required by PHS/EHD (June 8, 1993 correspondence) for soils to be used <br /> as backfill. A total of 40 samples will be collected and analyzed for BTEX, TPHG and TPHD <br /> by a State-certified laboratory. Every effort will be nade to negotiate with PHS/EHD to obtain <br /> a reduction in the number of confirmation soil samples required. <br /> 'ask 5. Backfilling <br /> Upon confirmation of successful remediation, stoccpiled soils will be placed into the open <br /> excavation and compacted to prevent future settling c of soils. It is our understanding that a City <br /> of Stockton grading permit will be required prior to 3ackfilling activities, and 90% compaction <br /> of fill material is necessary. It is anticipated that ap ropriate compaction can be attained using <br /> excavating equipment. Up to 300 cubic yards of clean make-up fill material will be imported <br /> as necessary to compliment remediated soil. Backfiling activities do not include restoration of <br /> asphalt surfaces. This service can be provided at an additional cost, if requested. <br /> The estimated cost for the proposed work summariz in Exhibit A attached. Any additional <br /> work performed that is not described in the proposal or estimated cost will be treated as a <br /> separate phase of work and may require a separate proposal and estimated budget. <br /> P5at.FNL <br />
