MARKET STREET <br /> LINDEN,CALIFORNIA <br /> CONTRACT NO.06A1895,TASK ORDER NO.4, EA NO. 10-OY3600 <br /> E-FIS PROJECT NO. 10-1300-0181-0 <br /> Dear Mr. Goewert: <br /> In accordance with California Department of Transportation (Caltrans) Contract No. 06A 1895, Task <br /> Order(TO)No.4,Expense Authorization(EA)No. 10-OY3600,and E-FIS Project No. 10-1300-0181-0, <br /> we are submitting this Site Investigation(SI)Report for an abandoned underground storage tank(UST) <br /> encountered during utility installation in Caltrans right-of-way (ROW) at the northeast corner of State <br /> Route 26 and N. Market Street(the Site) in Linden, California. This SI Report summarizes the results <br /> of a geophysical survey,two direct-push soil borings,soil sampling and analytical testing. <br /> BACKGROUND <br /> Comcast encountered a previously unknown UST within the Caltrans ROW during installation of a <br /> fiber optic line in October 2012. The line was directionally drilled through the top of the tank that was <br /> subsequently exposed in an excavation (Excavation 1). No evidence of USTs or associated <br /> contaminated soil was encountered in the utility directional drilling pit(Excavation 2). <br /> The San Joaquin County Environmental Health Department (SJCEHD) was notified and performed a <br /> site inspection.According to the Notice to Abate dated October 24,2012,the SJCEHD inspector noted <br /> that the top of the tank was sheared off and the UST contained fluid but did not note any odor. <br /> Comcast's Contractor confirmed that the fluid was generated during the directional drilling operations. <br /> The Notice to Abate requires permitted removal or proper in-place abandonment of the tank. <br /> The approximate site location is depicted on the Vicinity Map, Figure 1,and Site Plan, Figure 2. Photo <br /> Nos. 1 through 4 depicting the Site, Excavations 1 and 2,fiber optic line installation and exposed UST <br /> top are attached. <br /> PURPOSE AND PROJECT SCOPE <br /> The purpose of the scope of services outlined in TO No. 4 was to evaluate whether petroleum <br /> hydrocarbons exist in soil in the vicinity of the discovered UST.The soil investigative results will be used <br /> by Caltrans to determine if the tank should be removed(requiring fiber optic line relocation) or properly <br /> abandoned in-place. <br /> Outlined below is a summary of the completed scope of services: <br /> 3160 Gold Valley Drive,Suite 800 0 Rancho Cordova,CA 95742-7515 ■ Telephone 916.852.91 18 ■ Fax 916.852.9132 <br />
