Item No. 4 <br /> PC : 1-21-88 <br /> SP-88-1 <br /> Page 2 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The Wilcox Road Specific Plan was adopted in 1978 . The plan <br /> established an 84-foot future right-of-way extending from <br /> Calaveras River to the north to the diverting canal to the south. <br /> Subsequently, portions of Wilcox Road were constructed north of <br /> State Route 88 . South of State Route 88 , no improvements have <br /> been constructed since the plan was adopted. <br /> The Wilcox Road Specific Plan has been modified one time . In <br /> 1986, the Planning Commission approved a map modification of the <br /> loop connecting Piccoli Road to Wilcox Road. The present request <br /> must be approved by the Board of Supervisors because, unlike the <br /> 1986 modification, SP-88-1 does not include a development propo- <br /> sal . The intent of the California Cedar Products request is to <br /> increase the distance between the future Wilcox Road extension <br /> and existing industrial improvements located adjacent to the east <br /> side of the present alignment . <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> The proposal is consistent with the General Plan principle of <br /> protecting future road rights-of-way through the adoption of <br /> Specific Road Plans. The proposed realignment will retain the <br /> standard industrial road right-of-way width, 84 feet . <br /> In addition to the unchanged Specific Road Plan regulations, <br /> the parcels adjacent to the realignment will be subject to <br /> regulations of the M-1 (Limited Manufacturing) zone now in <br /> place. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> One project issue involves a consideration of whether the <br /> realignment will be beneficial to properties on both sides of <br /> the modified right-of-way. <br /> All existing industrial uses along the realigned segment are <br /> located on the east side of the right-of-way. East-side pro- <br /> perty owners will benefit to one degree or another through the <br /> shifting of the future road six feet further from their capital <br /> improvement investments.
