PC : 4-21-88 <br /> SP-88-1 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The Wilcox Road Specific Plan was adopted in 1978 . The Plan <br /> established an 84-foot future right-of-way extending from <br /> Calaveras River in the north to the diverting canal in the south. <br /> Subsequently, portions of Wilcox Road have been constructed north <br /> of State Route 88 . South of State Route 88 , however, no improve- <br /> ments have been constructed since the Plan was adopted. <br /> The Wilcox Road Specific Plan has been modified one time. In <br /> 1986, the Planning Commission approved a map modification of the <br /> loop that will connect Piccoli Road to Wilcox Road. The 1986 <br /> modification was requested to allow development of the 57-acre <br /> parcel located at the south end of Piccoli Road. The site has <br /> since been developed by Certified Grocers, a food distribution <br /> firm. <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> The subject of Specific Road Plans is addressed in the <br /> following General Plan policy: <br /> "Future road and street rights-of-way shall be protected <br /> from development through the adoption of Specific <br /> Plans. " <br /> Through the adoption of the Wilcox Road Specific Plan, it was <br /> determined that the following design and improvement features <br /> would be necessary to provide adequate pedestrian and vehicle <br /> circulation in the industrially planned Wilcox Road vicinity: <br /> • 84-foot-wide road right-of-way. <br /> • 64-foot-wide road. <br /> • 3-foot-wide curb and gutter (on each side of the road) . <br /> ° 10-foot-wide sidewalk (on each side of the road) . <br /> The Planning Title standard (Section 9-9345) for a major <br /> industrial street such as Wilcox Road requires an 84-foot <br /> right-of-way width. The applicant has not submitted infor- <br /> mation to support a reduction in this standard. <br /> -6- <br />
