PC: 4-21-88 <br /> SP-88-1 <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The California Cedar Products site is located on the east side <br /> of the future 1400-foot extension of Wilcox Road. Other uses <br /> along the east side include a residence to the north and three <br /> industrial uses and two residences to the south. Along the <br /> west side, the property that would have frontage along Wilcox <br /> Road is largely undeveloped, with the exception of one resi- <br /> dence located near State Route 88 . <br /> Under the existing Specific Road Plan, the construction of <br /> Wilcox Road would eliminate a number of parking spaces at the <br /> California Cedar Products site. Parking spaces would also be <br /> eliminated for those industrial land uses located south of the <br /> California Cedar Products site. The Department of Public Works <br /> would agree to a reduction in sidewalk width from ten feet to <br /> seven feet because a seven-foot sidewalk width is the standard <br /> improvement required for an industrial street with an 84-foot <br /> right-of-way. The Department has expressed strong opposition, <br /> however, to any reduction in the 84-foot right-of-way width. <br /> The land use implication is that either the applicant must find <br /> other locations on-site for replacement parking or that the <br /> parking will be provided within the future public right-of-way. <br /> Based on a recent field inspection, staff believes that it may <br /> not be possible to provide replacement parking on-site because <br /> of the large outdoor areas required for the established <br /> industrial uses. In fact , it is questionable whether adequate <br /> on-site facilities now exist . Numerous vehicles, approximately <br /> 15 to 20, were observed parked in the unimproved future right- <br /> of-way route. <br /> Traffic and Circulation: <br /> There is a fence located along existing property lines. The <br /> future right-of-way would extend six feet inside of this fence . <br /> The Department of Public Works has stated that, even if the <br /> existing developments were allowed to retain parking spaces <br /> within the public right-of-way, the existing fence would have <br /> to be relocated outside of the planned right-of-way line. <br /> Property owners may not be receptive to the idea of having <br /> their parking facilities located outside a security perimeter . <br /> -7- <br />
