The applicant filed a <br /> Time Extension application on July 20, 1990. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The Planning Commission is being asked to determine if <br /> physical changes in circumstance have occurred since approval <br /> of the tentative map which would make development of the <br /> project injurious to the public health, safety, or general <br /> welfare. If development of the project would not be injurious <br /> to public health, safety, or general welfare, then the Time <br /> Extension should be approved. <br /> The General Plan designation for the project site is Rural <br /> Residential, and the implementing zone is RR-65. The General <br /> Plan and zone designations have not changed since approval of <br /> the tentative map. <br /> The request for a Time Extension presents no significant <br /> policy issues. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The project site is on the northern edge of the Peters Rural <br /> Residential area. The project site has a dwelling and a barn. <br /> To the north there is an area of large-lot, rural-type housing <br /> under Agriculture zoning. Generally, the area to the east is <br /> pasture land which extends to the foothills, and the area to <br /> the west is row and field crops. See the Land Use Map in the <br /> staff report. <br /> The only significant change in land use since approval of the <br /> map was the subdivision of a 5. 6-acre parcel west of the <br /> project site into two parcels. That subdivision does not <br /> raise any new issues. <br />
