Richard Landon ( 2) April 1 , 1986 <br /> Because many elements of the Settlement Agreement are <br /> behind schedule, the mitigation phase at your company' s site <br /> is being pushed into the future. The Department is <br /> requesting an acceleration of effort to resolve the <br /> contamination problems; accordingly, please submit the items <br /> detailed above to us by April 18 , 1986 . <br /> Work must also begin on a second phase soil <br /> investigation addressing all the comments made by DHS, EPA, <br /> and RWQCB on the initial Soil Investigation Report. Further <br /> soil investigation must include the lateral and vertical <br /> extent of contamination in the retort pit area, and surface <br /> soil contamination off-site due to surface water runoff . <br /> Unless the surface water samples taken by Kleinfelder this <br /> past winter indicate non-contaminated runoff , measures must <br /> be taken to prevent runoff from leaving the Marley property. <br /> A copy of the laboratory results for these surface runoff <br /> samples must be submitted along with the other data. <br /> In order to continue the remedial investigation in a <br /> timely manner its compliance schedule must be brought up to <br /> date and accurately projected into the future. A meeting to <br /> discuss this schedule and further activity at your facility <br /> will be arranged after we review the information to be <br /> submitted by April 18 , 1986 .
