Richard Landon ( 2) April 1 , 1986
Because many elements of the Settlement Agreement are
behind schedule, the mitigation phase at your company' s site
is being pushed into the future. The Department is
requesting an acceleration of effort to resolve the
contamination problems; accordingly, please submit the items
detailed above to us by April 18 , 1986 .
Work must also begin on a second phase soil
investigation addressing all the comments made by DHS, EPA,
and RWQCB on the initial Soil Investigation Report. Further
soil investigation must include the lateral and vertical
extent of contamination in the retort pit area, and surface
soil contamination off-site due to surface water runoff .
Unless the surface water samples taken by Kleinfelder this
past winter indicate non-contaminated runoff , measures must
be taken to prevent runoff from leaving the Marley property.
A copy of the laboratory results for these surface runoff
samples must be submitted along with the other data.
In order to continue the remedial investigation in a
timely manner its compliance schedule must be brought up to
date and accurately projected into the future. A meeting to
discuss this schedule and further activity at your facility
will be arranged after we review the information to be
submitted by April 18 , 1986 . If there are any questions,
please contact Marge Rouch at (916) 739-3995 .
Sincerely,
;,_ 2_
Jeanine Jones, F.E.
Senior Waste Management Engineer
JJ: jc
cc: Mr. Marvin Young, USEPA, San Francisco
Mr. Bob Fujii, RWQCB, Sacramento
Assemblyman Patrick Johnston, Stockton
Ms .
